[Scale-planning] ubiquity of BVL

The BoFs run independent of the other night programs. Granted, most people
go to dinner, BVL, UpSCALE, game night, etc., but we still get a turnout
for the BoFs.

Since BVL is a big event with free as in beer food and drinks, we likely
won't have late night BoFs on Friday due to lack of interest in hosting
them. That makes it even more important to start the BoFs early if we can.
