[scale-infra] MySQL/Aurora DB upgrades complete

Correction. That was the live DB. Because reasons.

Updated that one. Renamed it to `scale-drupal`, updated config.

Now the only question is, wtf is drupal-db, which appears to be used by 
_something_, but not the website.
