[Scale-planning] program chair / program committee

I've sent the formal "any objections to KC as chair" email to -chairs, 
but I don't expect any objections.

I'll securely send you the admin password for -cfp-reviewers as well.

No idea how to get you the list of track leads/committees, but Ilan 
probably has it.
